Vests and duty belt in the gang unit section of JPD don't show up it only gives the gun holster

All vest options for JPD uniforms are not working correctly, no matter which vest you attempt to put on, it will only give you a belt.

JPD Vests and OUV's are broken, only spawning the gun holster, but nothing else.
