Steps to Reproduce

1. Aim gun at suspect with RMB
2. Press H to holster the weapon
3. Press 4 to take out handcuffs
4. Left click the suspect to handcuff them

Explanation

Player is unable to use their controls after following a series of events.
This issue mainly happens while aiming down the gun with RMB, then holstering it and handcuffing a suspect. Afterwards the view is zoomed in, and using the tackle "X" to ragdoll fixes it. Sometimes, a white selection cursor appears instead. (Weapon Aiming and Reholstering Bug with White Selection Cursor)
