1. Drive around and look at the cars

Explanation

Textures on most vehicles, especially ones parked, will flicker real quick it almost looks like TV static is the best way to describe it. Potentially an LOD issue. The headlights and tailights will also flicker as well. It is very brief maybe like 2 seconds. This happens just about anywhere on the map where there are cars.
