Steps to Reproduce

1. Attempt to stop a vehicle
2. If it does not work it is glitched

Explanation

Having issues pulling over AI after activating stage 3 lighting and pressing the shift key 2 times for a few seconds. Some times end up following the same cars for a mile or two repeatedly trying to pull them over but does not work. This is one of the more annoying bugs I have experienced.
