Steps to Reproduce

1. Go to a callout, traffic stop to interact with AI officers or paramedics
2. Try giving them commands, and if they dont listen to them the bug is in effect

Explanation

When giving any commands to an AI officer or paramedic (Dismissing from scene, follow me etc etc.) they do not listen and just stand in place frozen. This is a very common issue from what I see and happens at almost all interactions with them.
