Suspect flees after asking for Drivers License (Not a pursuit)

Steps to Reproduce

1. Attempt to perform a traffic stop
2. Approach the driver side window and ask for Drivers License
3. If the bug works they should flee from the stop without turning into a pursuit

Explanation

On some traffic stops, after requesting ID the suspect flees. After catching up with them, the interaction seems to glitch and they act like it never happened. I have confirmed the stop did not turn into a pursuit. This has happened about 4 times now, so it's fairly consistent.
