FPS Drops Significantly After Dusk

Steps to Reproduce

1. Switch time to Night via F6
2. Drive or walk around for a bit
3. FPS should take a hit to around 20-25 FPS max 30
4. Reset time back to Morning or Noon via F6, FPS should climb back up

Explanation

Once the time gets past Dusk, FPS dumps to around 20-25 FPS. Switching back to daytime with the F6 menu seems to resolve this issue. This seems to be pretty consistent but other types of weather such as snow, rain etc does not affect performance from what I saw. Certain areas have worse performance issues at night such as Dirks St.
