Steps to Reproduce

1. Usually, this issue occurs nearly every time.
2. I am unsure if it doesn't respond or if it is just loading.
3. When I respond to the shootout callouts and take down suspects, the ambulance does not always respond to my request.
4. I say 'not always' because sometimes after restarting the game, the ambulance and backup arrive as supposed.
5. It's like a lottery—will backups arrive upon requests or not.

Explanation

Ambulance and police backup units never arrive upon requesting them via dispatch.
