No Visual Effect from NYPD Impala Headlights and Taillights

Steps to Reproduce

1. Press the 'L' key
2. Observe that the headlights and taillights turn on
3. Note that there is no visual light emitted

Explanation

Whenever using the NYPD Impala and using the vehicle's headlights their is light emiting but their is no effect or anything showing any brightness, this also happens for the taillight too
