AI Backups and EMS Units Persistently Following Player After Dismissal

Steps to Reproduce

1. call backup and or respond to shots fired
2. Attempt to dismiss

Explanation

After calling Ai backup, when dismissing assistance they don't clear out, and instead continue to follow you, even in their vehicles or on foot. This also happens with the EMS Ai.

Along with this I've noticed it'll also happen even if you dont call backup. This particularly shows on the shots fired calls, in which the Ai will at random lock onto you and begin following you around non stop even after dismissing.
