Random Suspects Idle Stance and Rapid Movement Issue

Steps to Reproduce

1. respond to either noise complaint call or domestic call
2. arrive on scene & knock on door
3. It happens at random so try talking to the suspect(s). If it don't happen first try. Repeat steps

Explanation

Mainly noticed this with the noise complaint aswell as the domestic disturbance calls. It doesn't happen all the time, it's here and there. Sometimes the suspect(s) will go into an idle stance and begin rapidly hovering around the building
