Steps to Reproduce

1. Press F on a civilian vehicle
2. Direct them to move

Explanation

Interaction menu did not show up when I attempted to ask a civilian to move his vehicle. My character was then frozen and had to be reset before I could move again.

This has happened to me 2 or 3 times when attempting to ask civilians to move the vehicles.
