Steps to Reproduce

1. get to gotoorak
2. shoot him till his upper health bar is depleted
3. all of a sudden he doesn't want to do the phase change

Explanation

was just doing a standard depth 1 run and once i got the gatekeepers health bar depleted a second time he just didnt go to the middle to reveal a core stone
