Steps to Reproduce

1. Played mission with jumble alteration.
2. Player late-joins and is still loading in when upgrade selection happens.
3. Upgrade selection is greyed out except for 1 option, despite being first to pick that round.

Explanation

While getting upgrades in a mission with the jumble alteration, had one instance where while upgrade, all but 1 option was greyed out, despite me being the first to pick that round. There was a player still loading in from late-join at the time.
