Explanation
After loading into the second level of the dungeon I'm in I had the m1000 rifle equipped. I started the new dungeon with 0 ammo in the gun and 0/127 in the reload chamber. I hit the R button to reload and it wouldn't reload. I couldn't shoot anything and couldn't fire a single round after the start of level 2. in Titanic Reserve Facility.
