Steps to Reproduce

  1. This bug is a map generation bug.

Explanation

When getting the "cargo hauling" expenite event (load cargo from a destroyed vehicle onto a plate) in a mission, the vehicle generated halfway inside the terrain and there is no cargo to be found.
