Toolbox Upgrade Spawning in Incorrect Location

Steps to Reproduce

1. I do not exactly know how but maybe just spawn parameters in the salt
2. Biome are a little bit messed up
3. I am not a game developer
4. This just randomly occurred

Explanation

Do not know if this is a bug or not but the toolbox upgrade spawned before the room where equipment is obtained near the very start of a level. I am not a game Dev but I generally would think you would want a upgrade area that is specifacly there to upgrade a previously obtained weapon or get a new weapon to be somewhere where you actually have a weapon to upgrade.
