Return to Sender Upgrade Not Applying Damage on Return

Steps to Reproduce

1. Using the Breech Cutter with the 'Return to Sender' upgrade, fire weapon at a high-HP target (ideally a Corespawn Clamorhead) and hold down the fire button.
2. Once the plasma blade has phased through the enemy, release the fire button to return the plasma blade.

Explanation

The 'Return to Sender' upgrade on the Breech Cutter doesn't apply another instance of damage on the returning plasma blade. I'm fairly certain this isn't intended because the weapon upgrade in DRG: Rogue Core doesn't function similarly to the overclock in DRG.
