Steps to Reproduce

1. Select a character whose perk slots have all been unlocked.
2. Leave the rest with at least one slot left to unlock.
3. Select another character with perk slots left to unlock.
4. The button to unlock the perk slot will not appear.
5. Disband team with selected character from step 2.
6. Go back to loadout terminal.
7. The player can now unlock perk slots.
8. The player will encounter the bug again if they select a character with all perk slots unlocked.

Explanation

Player can not unlock additional perk slots for other characters unless the player has a character selected that does not have all perk slots unlocked and restarts the lobby.
