Steps to Reproduce

1. Join lobby as a dwarf with already 8 slots unlocked
2. Switch to a dwarf with already 8 slots unlocked
3. Observe the button to purchase slots with merits

Explanation

Can no longer purchase upgrade slots in the ramrod for classes

Replicable by a second person running windows

Doesn't seem to be affected by singleplayer/multiplayer/host/member
