Add a limited Flare ammo for Helicopters instead of cooldown

Make flares more useful by getting rid of the cool down. and give between 10-15 flare charges, once it's all used it's gone until it respawns. As the anti air RPG feels to overpowered against helicopters as once i use the one flare i immediately expierence another lock on and have nothing to defend against when the cool down is 10+ seconds. to make this fair i feel like having 3 flare charges ready after using one it recharges slowly back to 3 until all 10-15 are used up.
