Actual Result:	Terrifier was unable to mori a survivor after taunting them on the ground.
Expected Result:	Terrifier should be able to mori a survivor after two hook stages so long as there is a Toy that is maxed out

Steps to Reproduce

1. Have every Toy maxed out
2. Down a survivor with two hook stages with any Toy while they are Terrified
3. Taunt them
4. Attempt to mori
5. dont use any mori offerings or perks that allow to Mori when attempting

Explanation

Terrifier cannot kill survivor on with 2 hook stages after taunting them while they are downed
