Steps to Reproduce

  1. Equip whispers
  2. Stand next to a hooked survivor with no one else nearby
  3. The perk will activate and start whispering
  4. Not grant its haste

Explanation

IN THE PTB, Whispers the perk lights up and deactivates its haste when within 24 meters of a hooked survivor greatly decreasing its effectiveness
