Expected Result:	downed survivor cannot get healed, losing the dying bar in the progress

Steps to Reproduce

1. Not sure what caused this, sorry.

Explanation

Unable to get healed as a downed survivor under the following combination of circumstances (not sure which is the root cause):

1. Downed after already hooked once
2. Downed while trying to unhook
3. Got Pig's hat put on for the second time (after removing once after first hook)
4. Holding Toolbox (Green colour iirc)
5. Not healable by mutliple players (not just one, i.e. the bug is likely on my character not theirs). One of these players did have self heal, and the other had medkit, which they dropped to try to heal me but were still not able to.
6. Was able to be picked up by Pig (Killer)
