Expected Result:	Diminishing returns are shown visually. Also, when you hover over a perk, it shows what percentage the perk gives, as well as the percentage of reduction

Steps to Reproduce

1. Equip perks that give the same effect
2. Make sure there's no diminishing returns.

Explanation

The "Diminishing Returns" modifier needs some work. It lacks visual feedback. I think for perks that give the same effect, you could show the percentage with the diminishing returns effect applied.
