As I said it to me seems to be a bug as the wording of the perk is same as Scene Partner and in that if scream does not happen the aura is not shown either. It also does seem little bit unfair as if the survivor does not scream they don't even know their aura is shown to the killer. Either it should work like Scene Partner or the description needs to be updated so its clear that aura is shown anyway.

Steps to Reproduce
- Go to custom match and equip the perk
- Equip Calm Spirit to the bots
- Find a survivor
- Make the Phantom Fear activate on the survivor
- Observe that they don't scream but their aura is shown
Explanation
Phantom Fear reveals survivors aura even if survivor does not scream. I would say there is some bug with it but at least currently how it worded in the perk would give the impression that it should not show the aura if the scream does not happen. My main argument why is because its worded the same as Scene Partner and with that survivor perk the aura reveal does not happen if the scream does not happen. Not to mention it feels odd that survivor would need two perks to be able to counter this perk as you need one to block the scream and another to block the aura so it already seems quite odd that the aura is shown even if the scream does not happen.
