Liberation Perk Activates During Second Hook Despite Inactivity

Actual Result:	You get a weakening effect even though you haven't used any perks.
Expected Result:	The "Liberation" perk should be disabled if you are hanged a second time and you did not jump off the first time.

Additional Notes & Comments:	I'm not entirely sure if this is a bug or not. But this has been the case since 2024. I think the perk should be disabled if you fail to use it.

Steps to Reproduce

1. Safely rescue a survivor to activate the "Liberation" perk.
2. Do not use the "Liberation" perk at stage 1 of the hangman.
3. Once you've hung up twice, wait for the anti-camp bar to fill up and jump off.

Explanation

The Release perk has a weakening effect even if you jump off due to the anti-camp system in the 2nd stage of the hook
