Additional Notes & Comments:	Unsure how impactful it is but I was certainly within range several times and did not hear the bell about half the time during those occasions. He was running turn back the clock, but not the add on that allows him to uncloak by breaking so it should have been audible.

Steps to Reproduce

1. Was playing Eleven on blood moon event
2. Was within 24 meters of wraith and there was no wailing bell sound, and he was not running the iridescent bone clapper
3. Only could hear it when he was right on top of me uncloaking

Explanation

Wraith bell is occasionally not sounding for survivors within 24 meters of uncloaking
