Menu Selections Always Default to Top Option making selection impossible and Game Files Corrupt on Quit

Steps to Reproduce

1. Launch game
2. try to navigate through menus

Explanation

Game Pass for PC version
AMD Ryzen 7 7800X3D
AMD Ryzen RX 7900 XTX
Windows 11 24H2
Monitor: Phillips Ultrawide PHL 34m2c8600

Menu interactions force the selection to always be the top most option. I have disconnected all my peripherals and made sure there are no superfluous controller or mouse software running.
This only happens when navigating menus, not when controlling the character.

Furthermore, when I quit the game using the menu option, the next time I try to load the game, the Gamepass for PC app tells me the game files are corrupt and need repairing.

I have tested different resolutions, framerates and screen settings. I have reinstalled the game. I have also tested my keyboard on a key logger to see if anything is misfiring, which it isnt.
