Game freezes on startup after online check

Steps to Reproduce

1. Press play on steam
2. Wait for freeze

Explanation

Games freezes on start up, purchased the game for a family member to play together on their laptop, when you try and start drg it cycles through the steam online check. It then sound like an object (like a controller or usb device) disconnects and reconnects and then the sounds for the opening play while the screen is completely frozen still like at the steam library page (not a black screen or any loading splash just frozen on open library) and you are unable to alt tab or bring up a task manager, or move the mouse at all. Eventually if you let is sit it is still frozen but ambient cave noise is heard. We have try reinstalling DRG and the Nvida drivers, the directX and redistributeables, checking updates and file integrity, trying directX 11, 12 and base game start option, regeneratinginis and disabling mods (this is a fresh install on a fresh account) and even deleting the opening videos so they can be redownloaded. Any suggestions will be appreciated as it freezes the whole machine and it has to be manually restarted via power switch. I don’t believe it is the anti virus as it only affects drg and there are 2 other machines in the house that run drg fine
