Steps to Reproduce

1. I can't place EMS bags on medic.
2. Tried it with another medic.
3. After coming back I no longer have citizen rank or security guard rank.
4. I was previously a Founder, but I was citizen and sec level 2 before I got founders.

Explanation

Citizen XP reverted after server starting up again, EMS bags not placeable
