Steps to Reproduce

1. Spawn in as HCSD, either station is fine.
2. Spawn the 2005 CVPI; you'll notice that the rear lightbar is completely on after spawning.
3. Enter the car and attempt to turn on ELS. Nothing happens.

Explanation

HCSD 2005 Crown Victoria Police Interceptor's ELS does not function as it is supposed to: when spawned, all the rear ELS are turned on as if ti were on cruise but hitting J or using the dials does not turn on the other ELS. Sirens work fine, the lightbar/lights just don't.
