Broken Team Limiter and Ranked Uniforms on Sheriff Role

Steps to Reproduce

1. Load into the game and pick any rank with an insignia on HCSD
2. Load in and go to put on the uniform of the rank you picked
3. You’ll see your uniform is locked to the Lowest ranks uniform

Explanation

The bug I’ve discovered is the fact that the team limiter and ranked uniforms on sheriff are currently broken, because I loaded onto HCSD as under sheriff and my uniform was stuck at Deputy Sheriff, I was also able to load onto the team even though it was full/im not a prime subscriber so this definitely needs to be fixed ASAP
