Steps to Reproduce

1. She had gotten her licences revoked.
2. They went to talk to an SBI agent to get it back.
3. The SBI agent said there wasn't a licence to her name.
4. The licence was just gone.

Explanation

Hello, I'm making this bug report for a friend! My friend sees to have ran in to an issue regarding there drivers licence. To sum it up they just don't have a drivers licence They were told by a mod in game to make a bug report, My friend user: OfficialConflicted23
