Steps to Reproduce

1. Spawn as JPD
2. Go to Lockers
3. Switch to Gang Enforcement
4. Select Utility uniform at the top

Explanation

JPD Gang Enforcement BDU uniform automatically attaches a vest and belt however does not provide a taser or OC Spray
