Steps to Reproduce

1. get downed
2. go live
3. end live
4. toolbar comes back and you can shoot for example

Explanation

going live while downed then ending it right after reenables your toolbar enabling you to shoot

if you get downed go live then end the live right away your toolbar will be back and you can use guns and any other tool.
