Steps to Reproduce

1. Join FCPD
2. Join any rank under Captian
Spawn any high ranked vehicles
And they will spawn

Explanation

When on FCPD of rank Police Recruit players are able to spawn higher ranked vehicles any other ranks such as all up to ranks to LT this happens all to ranks.
