Explanation

Moving building shows is blocked for seemingly no reason
As seen in the video. Am I missing something?

I use the move tool. I click the building. It goes red, even though obviously it's allowed to go where it already is. Then if I try moving it down a space it's still blocked, but I can't see why. No message appears about this.
