Camera Skipping Issue with Various Controls and Monitor Settings

Explanation

Happens with both middle mouse button and WASD. I attached a video and and player log file. I have a wireless controller that was turned off; I also tested without the dongle plugged in and the camera still behaved like this. Not sure if relevant, but my monitor is an ultrawide 5120x1440. Game resolution was at 2560x1440.

I also used a program called reframe (https://store.steampowered.com/app/4095940/ReFrame/) to force the game into the middle of my monitor, but I don't think it's the problem because I tried running the game without reframe interfering and the camera skipping still happened - just thought I'd mention it in case.
