Explanation

I don't know what's going on here, it only started today. I have a bunch of Harvester Pads in my grey research production area, and it seems like when they fill up they stop spitting anything out. Or maybe they stop spitting anything out, and that leads to them filling up? If I destroy the conveyer belt at their output point and put in a new one, they immediately start working again, but a while later they stop again. Is this a bug, or am I doing something wrong?
