tutorial not continuing once enemies start to spawn

Combat tutorial never ends. enemies keep spawing and you cant progress.

Ran out of ammo during tutorial, cant use ammo depot, says "currently unavailable".

there is a bug where you can't finish the part of the tutorial where the enemies spawn and you first learn about ammo pods
