Balance Helicopters and Vehicle Availability to Enhance Gameplay Fairness

Nerf helicopters and don't let ALL vehicules avaliable at the same time.... Game is ruined by helicopters. Impossible to have fun as a soldier if you can't defend ourself due to Helis destroying everyone and everything. Apache still OP as F*** ...Better give a vehicule to everyplayer at this point
