This has been busted for like a year, please fix this so these awful horrible terrible no good very bad maps are less so. Once had none of the lower or upper library and a filler pallet not spawn on Midwich.

Steps to Reproduce
- Load into Midwich (or other maps, such as Hawkins as stated)
- Go to a tile where a pallet is guaranteed to spawn (Such as a god pallet or the library pallets on Midwich)
- Notice the lack of said pallet

Explanation
Guaranteed pallets not spawning on most maps. Particularly affects maps with fixed layouts such as Hawkins or Midwich, the latter of which is my example map.
