Steps to Reproduce

1. Load in Midwich or Hawking
2. Go to a room where pallets have always spawned before
3. Witness that fixed pallets sometimes do not spawn

Explanation

Fixed pallets sometimes dont spawn in Midwich and Hawkins. If you go to any room with fixed pallets that have always spawned before, you may see these pallets missing. This bug was already reported for Midwich and seemingly fixed but it returned in the Jason update. Also this bug is much worse on Hawkins: while Midwich can have 1 or 2 pallets missing, Hawkins can spawn multiple rooms with no pallets.
