Steps to Reproduce

1. Killer joins with ruin
2. Survivor with fast track.
3. Killer downs a survivor and hooks
4. Survivor with fast track uses it on gen and leaves it
5. Survivor unhooked and healed
6. Repeat until 3 tokens of fast track are used on a single gen. 8 times

Explanation

Fast track is applying more stacks than it's supposed to. It seems that when you use fast track repeatedly on a single gen with each use fast track blocks more and more of the gen. instead of 48 percent of it being blocked at 8 uses of 3 tokens (8*3*2=48) around 70 to 80 seem to be applied. https://youtube.com/shorts/OJnVH6GW8bk?si=uvIFXfiZUTB_vF0h here is the clip.
