Vigil has been the most used secondary perk for survivors to get exhaustion removed faster so they can Sprint Burst or Lithe away more frequently. But Vigil is too bloated with removing other effects that just completely nerf killer's powers and addons they are dependent on. The devs have also said with their own words that Vigil should not be apply towards killer's powers. SEE SCREENSHOTS FOR DETAILS

Steps to Reproduce
- Play Freddy, use dream abilities to pull survivors to Dream World
- Be sure survivors have equipped the Vigil perk
- Use Dream Snare on Asleep survivor
- Instead of 4.5s of Hindered, it's 1.5s because of Vigil
- (Optional) As Clown, Throw Tonic potion on survivors then have them leave the clouded area
- Instead of afflicting 1.6s of Hindered, it lingers for 0.5s instead
