Wrecked car can’t be repaired or spawned. It always worked before, but now half of my cars are unavailable.

When i go to Fix my wrecked car at kais or louies it wont let me spawn it because its wrecked but when i go to fix it it says i have to spawn it too fix it but i cant spawn it please fix this
