When the Texas Agency overhaul releases, you should consider keeping the LA-based agencies on a separate server and the Texas-based agencies on another one. I think both I and many other players enjoy the LA/Ventura-style roleplay more than the Texas setting, and separating them would let both communities enjoy the style they prefer without conflict.
