I think Project Ventura should add a Parks & Wildlife Agency system that would give LEOs more duties while also giving civilians more legal and illegal activities to do.
The main idea would be to implement a hunting license system. Civilians would be able to purchase a hunting license from a legal public location. Once licensed, they can hunt certain legal animal species around the map and sell the meat, hides, or other materials to a public dealer.
There should be multiple animal species in-game, with some being legal to hunt and others being protected or illegal. For example, common animals could be legal to hunt, while rare or protected animals would be illegal. If a civilian is caught hunting protected animals, selling illegal animal products, or hunting without a license, Parks & Wildlife officers or LEOs could issue fines, seize weapons/items, or make an arrest depending on the situation.
Legal animal products could be sold at a public hunting/meat dealer, while illegal animal products could be sold at a black market wildlife dealer. This would create a risk vs. reward system where legal hunting is safer but pays less, and illegal hunting pays more but creates more law enforcement interaction.
There could also be rare animals that only spawn during certain times of day, certain weather, or in specific parts of the map. For example, a rare animal could have a 25/100 spawn chance, making it valuable and giving players a reason to explore.
This system would benefit both sides:
For civilians:
Adds a new legal money-making activity
Adds illegal black market opportunities
Gives players more to do outside of regular jobs
Creates exploration around the map
Adds more RP around hunting, selling, and permits
For LEOs / Parks & Wildlife:
Adds new patrol duties outside normal traffic stops
Gives officers a reason to patrol forests, parks, lakes, and rural areas
Creates investigations involving illegal hunting and black market animal sales
Allows officers to check hunting licenses
Adds more realistic enforcement beyond just city policing
Extra features that could make it better:
Hunting license application or purchase system
Legal vs. illegal hunting zones
Different weapons allowed for hunting
Cooldowns to prevent farming animals too fast
Fines for hunting without a license
Seizure of illegal meat, hides, or weapons
Rare animal alerts or seasonal spawns
Parks & Wildlife vehicles and uniforms
Public dealer for legal animal products
Black market dealer for illegal animal products
