Introduce New Equipment and Enhancements for Realistic Roleplay

-Smaller Flashlight handheld
-Speed radar gun
-Spike strips / Working ram bars
-Handheld switchblade knife
-Baseball bat
-Updated taser deployment vfx
- Fix handcuffs breaking off suspects when booked / arrested
- Make LTAA work when fleeing from lights and sirens
- Smashable glass, buildings / vehicles by using weapons
- Crowbars to break into / steal vehicles
- More dynamic weather system
- More Department types / Player size
- Fix footstep sounds not working when loaded in (You have to jump for them to turn on)
- Broken seats everywhere inside Jail / fire department building
